In the nonprofit sector, impact depends on people. Yet human resources often remain one of the least developed areas of strategy. According to NAB’s 2025 survey, 61% of nonprofits struggle with hiring and retention, citing unsustainable workloads, low pay, and burnout. These findings mirror NAB’s 2022 workforce study highlighting persistent pay and capacity gaps across the sector.
“Staffing the mission” means viewing HR not as administration, but as a strategic discipline that powers organisational effectiveness, sustainability, and mission delivery. Follow these five steps to get started.
1. PLAN PEOPLE AROUND PURPOSE
Intentional workforce planning ensures your team has the skills and capacity to deliver on strategic goals. Just as you monitor finances or programme outcomes, assess your workforce annually to align people with purpose.
Ask:
- Are current roles aligned with our strategic priorities and the realities of today’s workplace?
- Are we compensating fairly to attract and retain the capabilities we need?
- Do our staff demographics reflect the communities we serve?
- What skills will be needed for future programmes and adaptation?
- Do staff have development pathways to build those skills?
- What succession plans are in place for key roles?
Consistent reflection helps you design a workforce that can evolve with your mission.
2. DESIGN THE RIGHT STRUCTURE
Structure follows strategy. As nonprofits evolve, so must their staffing models.
- Align roles and reporting lines with strategic priorities.
- Choose structures that promote flexibility, collaboration, and accountability.
- Balance financial realities with ethical employment practices that prevent burnout.
- Combine full-time staff, part-time roles, contractors, and volunteers thoughtfully to optimise capacity.
The goal isn’t to minimise cost — it’s to maximise effectiveness and sustainability.
3. RECRUITMENT THAT REFLECTS YOUR VALUES
Hiring is your first opportunity to live your mission. Recruitment should model transparency, fairness, and inclusion.
- Create clear, mission-aligned job descriptions that communicate culture and expectations.
- Use structured interviews, standard questions, and rating rubrics to reduce bias.
- Consider both technical competence and cultural alignment.
- Build diverse hiring panels of at least three people.
- Use digital tools like ChatGPT to draft job descriptions, interview questions, and evaluation rubrics efficiently.

4. PERFORMANCE AND PROFESSIONAL GROWTH
Once people are hired, they need clarity, support, and opportunity.
- Start with a collaboratively created performance plan tied to job responsibilities, organisational values, and personal growth goals.
- Review performance at least annually with both self-assessment and supervisor feedback.
- Recognise achievement and identify areas for development.
- Integrate professional development into annual planning and budgeting.
Investing in learning and growth shows that you value your people and believe in their potential — and is one of the most effective retention tools.
5. BUILD A HEALTHY, ENGAGED CULTURE
Retention and engagement are driven by leadership and culture. People leave managers, not missions.
- Foster trust, recognition, communication, and shared purpose.
- Gather regular feedback through engagement surveys or check-ins.
- Use insights to improve workplace experience and guide leadership development.
- Ensure compliance with Bermuda’s Employment Act 2000, Employment (Minimum Hourly Wage Entitlement) Regulations 2023, and PIPA requirements.
- Uphold transparent policies, accurate recordkeeping, and confidentiality — the foundations of ethical HR.
